6th Avenue and North Anderson Street. Last seen one ago was a black male, 20s, 5'8", skinny-build with a shaved head, gray shirt, black pants. He's yelling and waving around a large pool of cars. He threw the pool at passing vehicles. Another caller reporting in, close to the intersection, same description, possibly higher in Tosca as well. He's currently hitting a power pole with the large metal pole he has.
