3 Adam 71, 85 and B Street for a check for welfare. The RP said they were driving by, saw a male party collapsed on the ground. The RP was unable to pull over. He was just laying on the sidewalk. We do have med en route, not yet on scene. It is a 30 to 40-year-old Hispanic or white male, 6 foot, medium build, dark brown hair. Subject was alone.
