27 Austin Street has an animal complaint outside of the parking garage. A passerby said that she saw a male punch their dog over and over again. Medium-sized dog in black. Said it looked like it was in pain. Direction of travel, Main Street on foot. Male is wearing a black hoodie. We have that 18 for this. Received.
