24. 9301, 9301 White Settlement Road. It's going to be at the Star Express Car Wash. Caller says she's a passerby. She sees a white male wearing a black muscle shirt, black shorts. He's destroying car wash property. Says he's climbing on top of things and throwing the trash cans all over. She says she's seen him multiple nights.
