Priority to suspicious, Water Street parking garage, 200 East Water Street. Caller, Jeremy, states he's with a security guard company overlooking the parking garage from another building nearby. He states they're on the top level of the garage. People are blasting music, and it looks like they're writing something on the pavement to the other group of 20 people.
