Code 2. Call came in about an hour ago from a passerby in front of 1468 East 26th Street, just east of. There was a subject on the sidewalk covered in blood and was playing with it. He was a native or Hispanic male, 20s to 30s, 5'7", medium-build, long black hair, black goatee, wearing a black shirt and blue jeans, watched with ire and talked to.
