In the area of Chris Drive in Vermont, caller's advising there was a Black female in her 20s to 30s wearing a nightgown with long, wavy hair, riding on a mobilized scooter in the middle of the road. Advising the caller was concerned for her welfare. She's possibly behind the apartments on Vermont. Just 10-69 the area for disturbance. 4.
