He'll be in the public parking lot, 70 South Macomb Street, cross of 1st and Front. Anonymous white male, 40 to 50 years old, bald with glasses, advised that he was highly intoxicated and was falling over the railing. Another citizen helped him up. He refused medical, refused to give any further.
