The caller reporting 7309 Progress, a black male, white shirt, blue jeans, walking on Progress. He was talking to himself, mentioned that somebody was following him and he did not seem okay. Caller then mentioned there was two juveniles on bikes in the area. One had a pocket knife in his front pocket. Black male, black and red jacket.
