1420 South J. John, close to unit B Boy 1. On the west side of the apartment near the shed is a black male, 30s, 5'10", thin-build, black hair, black backpack, tan shirt, and gray pants. Possibly higher mental health. He is kicking the storage shed and holding a rock. Power went off on the property at the same time, unknown if related.
