56. 54. A welfare check, 2700 East 46th. Confines of passerbys, seeing a child locked inside of a vehicle in the parking lot off 46th and Altamont. Car's not running, windows are up. Child seems to be about 4 years old. There's also some arguing heard about 10 minutes ago with the adults. No adult seen now. 2700 East 46th. 356 en route.
