Okay, I need one of you to head down to Townline and VFW, just north of VFW. There's a 14 or 15-year-old female. RP says she is mentally handicapped. She's filming cars going by but stepping into the middle of the road to film. The RP's pulled over, just keeping an eye on her right now.
