2063 Memorial Drive. RP reports there's a suspicious party out in the courtyard. Appears to be nodding off for the past two hours or so. Possibly under the influence. Described as a white male in his 30s or 40s. White tank top, black shorts, black sneakers, black baseball cap. Tattoos on both arms. Reference to a white male in his 30s or 40s.
