Callers at 4038 North Basalt Street had an issue with a neighbor at 4038 North Whitman, who was yelling at the RP's children while they were riding bikes, took their bikes apart, and also were just verbal with them. He's a white male, 60s, 6'1", medium build, white hair with facial hair, glasses, last seen wearing a blue shirt and blue jeans.
