Responding to the area of East High Street and Long Street. East High, Long Street. Caller's reporting a male standing in the middle of the road, possibly under the influence. Caller's reporting that he is hard to see. Vehicles are having to go around him. Says he's going to be a white male, age 40s to 50s, with shorts and no shirt, shoulder-length hair, wearing a trinket.
