Units in 3, new to the board, originally came over as a sound, now coming over as a disturbance, mental health. 7129 South East End, the islander is stating there is a suspected male who has mental health issues who is smoking crack. Keeps stepping out into traffic, talking, laughing to himself, pacing, being a male, black, around 27 to 30 years old, slim build, bald, last seen wearing a beige shirt, light gray and black pants, walking southbound, nothing further.
