Base to 212. 212. 212, check outside the Allegheny County Jail, 952nd Avenue between Municipal Courts Drive and 2nd Avenue Ramp. Caller is reporting a White female in her 40s, about 5'5", wearing white khakis and a Stilwell shirt with the number 90 on the back. She was throwing garbage over the fence.
