94, RP is at 15453's lookout road at the Citadel Lookout. Stated it was a Black male wearing all black with a mask covering partially his face. It was looking into vehicles. He did depart the location and ran towards the neighborhood, and it's going to be the neighborhood across the street, RP was saying. He's going to be in the back of the neighborhood, so it's probably going to be the Derby Vista area or possibly the Creek Hill. Creek's unknown.
