Wastewater. 1030 East Broad, it's at the Advance Auto. Callers and employees said there was a white male who rubbed in a tow truck. He was there to tell a customer's vehicle. He's just sitting there not saying anything to anyone, took off his shirt, got tattoos. He's just sitting there inside the tow truck. They think he's either high on something or he's got mental issues.
