In the area of Goodwill, 125 Commerce Lane. Caller advised that there is a heavyset subject wearing a bright orange shirt with balloons strapped to his chest. He's shaking the balloons and going up to people. Caller stated he was by the old Goodwill in Burlington, but also confirmed he's by a citizen.
