Party callers reporting a vehicle with no hazards on, blocking traffic, trying to fix a tire. Hispanic male, 20 to 30, skinny-build, black hair, dark clothing. Vehicle's going to be a dark-colored two-door sedan, unknown LP. The vehicle was blending in with the road and was almost getting hit, not visible. Send message.
