4 George. 431, it's difficult to get descriptions, but they were either carrying flashlights or their phones were lit up. But they were headed northbound on the northeast corner of Chestnut and Gettysburg. Per the RP, he's claiming that they were trying to steal his vehicle, which caused the accident. Copy.
