The FD is responding to 19517 Libby, 19517 Libby. We're trying to get further from this caller. She's stating that her 21-year-old sister put oil on the paper and started the fire and it wouldn't go out. They were able to get it outside. We're trying to find out what the purpose of this was, if she was trying to set the house on fire or what.
