a hazard, got a person laying in the road in front of the entrance to Kirk Park. It's 439 Kirk Park Ave. It's going to be a 30s Black male, last seen wearing all black, possibly intoxicated with a liquor bottle next to him, laying in the middle of the road in front of the entrance to Kirk Park. 2220. 651, got it. Sounds like he's awake. He was yelling at people as they were walking by and telling them not to call the police. Copy.
