They're advising, the reporting partner states that the suspect is selling puppies and states they are inside of a cart or crate and does not have any water. Suspect is going to be a Black male wearing white hats, white tank top, and blue jeans. He's going to be in a silver SUV, unknown license plate, parking lot.
