1B525, as soon as he saw cruisers, he ran inside. It is confirmed he's spray painting the road with orange spray paint at Pearl and Water. Ended up at the turn of Pearl Street. I can grab an address for you. He threw a line across the road, and then he drew a circle in front of his garage in the middle of the road. He did let the spray paint outside.
