Dispatch, CAV units, can I get somebody 96 to 815 South 2nd Street? It's going to be the Allon, 815 South 2nd. Caller advised that there's a lady that's talking to herself, asking people for a ride. She won't pay for the water that she got. Advised that she has a suitcase and a box, black shirt and black leggings, white female.
