Progress 27th and Del Rio Road in 4A. There's a subject trying to light trees on fire. Units saw them five ago. They were walking slowly northbound. There was nothing actively on fire, but they were trying to get the trees lit. It's a 447 in progress. 10-4-8, pending, no units available. Sam 4 to copy.
