218. South 19th and Trafton, walking southbound in the middle of the street is a white male, 30s to 40s, 5'7", 150, blonde hair with a t-shirt, who's waving around sticks that are on fire, possibly higher intoxicated. Two other RPs reporting the same thing. 50's been advised and they're standing by. Those subjects are reporting that it's a black male, though, and he's eastbound on 19th.
