7 Victor, 7th Avenue and Dunlap, just east of the eastbound lane towards the brown sedan. Unknown license plate, stopped. Driver's out walking in the lanes around his vehicle. White male, 20 to 40, average height, thin-build, unknown clothing, unknown weapons, concerned that he'll get hit. Complainant was passing by three ago. No one for contact, 1557 East.
