Be a traffic hazard near 824 4th Street, Dairy Deans, right on Lake Street. Caller stated that they're having issues with a flat tire, and they are partially blocking the road around there. They're attempting to get a tire halfway fixed and get the vehicle moved off the street, but they're having issues right now.
