4300, I copy, you're en route. 3611, 2136 West Genesee Street, Westdale Plaza. 30s White male, no shirt, jean shorts, carrying an orange hoodie. Also has a large screwdriver that's apparently 3 feet long. Walking towards the old tops. States police have been out several times for the same male.
