Parking lot of Big Lots, 2413 Virgin Road, cross of Bernard Street and Earl Ave. Charles Thomas is the caller. He states there was a white male bald with gray shorts chasing another male. The other male was wearing a black shirt, dropped some sort of bag near the animal hospital. They were arguing. Now they're on foot near the burn dairy. Unknown on what they're going to run, intoxication.
