Disorderly at Northeast Ohio Eye Surgeons, 4277 Allen Road. Caller's advising they closed early due to no power. There's currently a Black female, pink hair, 30s, yellow dress with blue flowers, upset that they're closed, ripping off the signs on the doors. No weapons.
