11-12. Yeah, this has 18 minutes on it. Suspicious person on 35th Street, 2424 West Flournoy. Unknown person, light complexion, sitting in between two garbage cans east of the above location. Appears to be bagging up drugs or an unknown substance. Offender has big Ziploc bags with powder substance inside. Offender is taking the powder substance and putting it inside of something in a chewy box? I have nothing further. 10-4, squad.
