The main parking lot, there's a male offending over at the waste. Complainant believes he may be under the influence of drugs or alcohol. Appears to be out of it, not acting right. The male is holding two sticks. Rescue is going to be responding. It's a white male, 30 to 40, 5'8", medium build, seen wearing a black shirt, dark shorts, and gray shorts.
