Hard to tell what's happening from this angle?
I was about to go to sleep when I heard someone yelling. I saw 3 guys moving a huge piece of lumber towards the freeway. I followed them and called the police after seeing them tear the freeway fence open. Unfortunately I had no proof they opened the fence so they weren’t charged with vandalism and the CHP is responsible for citations for the littering and trespassing. The three men were checked for warrants and released with a warning
