Hour and a half time delay. 324 Broadway East at the Mexican restaurant. Caller reporting a possibly higher intoxicated male with an unknown object walking on Broadway. He had been walking in and out of traffic, doing circles in the parking lot and waving an unknown object around with a black handle.
