What were pieced together was that a City cherry-picker snagged the power line and pulled it down; it was hanging halfway over California and flat down the alley. ComEd cut the power to work on it, and the police were blocking off traffic from the alleys and down California. Power was estimated to be out overnight, but it just came back on.
