A theft just occurred, 45 and Ellis, Ellis and 45. Third party caller reports two young male Blacks, both with dreads, one wearing a blue and white hoodie, another one with a backpack, taking packages off of arches, walking northbound on Ellis towards 44th. I don't have an actual victim.
