Intersection, South Main Street, East 13th Street. Caller was out walking his dog when he heard a male and female screaming and saw the male start running southbound towards Dragoon Trail. Stated this happened across the street from Emmons Elementary. Time lapse of 10 minutes. White, possibly Asian male in his 30s, wearing jeans, cut-off tank top, long black hair. South Main Street, East 13th Street.
