131. Can you go check out this disturbance? It's just a cell phone tower address, 1600 to 1800 South Michigan. Caller states a 4-year-old male was running in the street and sidewalk and citizens stopped him. Caller states the mother, a female, white, yellow top, yellow shorts, seemed intoxicated. She has a black truck, nothing further.
