Front end damage, blood on the side with the airbags deployed. Parked in front of the complainant's QTH. Advise the driver is Hispanic male wearing a black clothing, exited the vehicle and fled on foot westbound on 28th Street. We checked citywide, we don't have any 18s. 1521, 4222.
