It's going to be a black Toyota RAV4, NJ Reg Alpha 68, Papa uniform, Romeo. Caller's reporting a medium to large-sized dog inside the vehicle. Windows are up. No one has come out. Vehicle has been parked there for approximately 30 minutes. Caller's going to be standing on the scene.
