911 Speed, a reckless driver, Division and Sacramento, Sacramento and Division. Chiquita states a female was blocking the street, driving recklessly, almost hit the caller. Looks like a dealer plate of David Lincoln 14854. It was a Chevy Malibu. We don't have a color. And then all she said was going back on Division, but no direction.
