Scooters should not be on the road with cars. They ride right up the middle of the street and do not follow the signs or rules of the road.
So in reality , the car was at a stop light, the man had a medical emergency and hit the car on his scooter. He was riding with no shirt. No shoes and basically rode into the car and threw himself up in the windshield. He did so much damage to the car, it looked like it was moving and hit him, but the car was at a standstill
