First and foremost, that is NOT a motorcycle. That is a 4x4 off-road vehicle. Second, the person riding is most likely over 18 yrs old. If not, what parent got their under 18 child and 4x4 to ride in the streets? How do you stop them? Arrest them. Take their vehicles and make them do community service. These “kids” are old enough in the to dr I ve and they should be held accountable. They probably come from single parent homes with little to no supervision.

Stop allowing children to ride motorized vehicles on public streets especially 4 wheelers which are not street legal. Regardless of fault of the actual accident…. It’s the adult who should have been supervising and should not have let kids take that shit on the streets, who should be held accountable
