Male could barely walk when getting into his vehicle at Panda Express, ran a red light at Churchman and then hit the curb at Albany. Still swerving in the lane, last seen northbound on Emerson. It's going to be a white male, orange shirt, driving a wrecked silver Mitsubishi Mirage, license plate Robert Ocean 2, 0058, going northbound on Emerson.
