Driving complaint, 6255 North Santa, Santa Monica Boulevard, the Jewish Community Center. Caller states two kids were racing in the parking lot, one on a scooter, one driving a car. Left about five, within five minutes. Unknown direction of travel. 28 of the vehicle is Boy David Lincoln 2005.
