The caller on the scene states a tan, White female, 56 to 58 years old, blonde, 5'11", brown or black, tan tank top, thin shorts, intermediate, having a mental health episode, waving a vehicle, trying to slap him as they pass. No weapons, tricks, or drinking was seen. Do I have 84? 85, sir.
